Traditional Chinese Translation 1100 words on Consul -03
Project Detail:
CONSUL is an open-source Citizen Participation and Open Government Application, it was originally designed for Madrid, Spain in 2015. Now it is working with the United Nations Development Programme and is being used in 18 countries, with 70 million people.
The feature of the program is to allow open participation from citizens in several stages: Debates > Proposals > Participatory budgeting > Voting > Collaborative Legislation.
On this platform, the most important issues can be posted, debated and voted by all, and it can be followed all the way to budgeting and even to assist in preparing legislative plans.
CONSUL encourages open participation from all citizen to all issues that they think is most important to them and the society.
It will be interesting to see how this freeware can cause an effect in the real world, and to see the projects/proposals implemented.

I am translating from English into Traditional Chinese.
A word about the Chinese language. Traditional Chinese scripts are more complex and are the traditional characters typeset used for thousands of years ago. Simplified Chinese is the simplified version. (The Traditional is too difficult to learn especially for the uneducated, therefore the China Government standardized the Simplified Chinese since the 1950s.)
There are many words which are translated differently from the Simplified Chinese being used in China.
Traditional Chinese script is mainly used in Taiwan and Hong Kong and by many overseas Chinese scattered all over the world. The script (font) and the character coding are different from one another, even the Chinese have to learn before they can read and understand the other characters., The language usage/ expression has also on-going local regional adaptation.
Contribution Specifications:
Before I start to translation, the Traditional Chinese stands at 0%, with nothing translated.
In this Third submission, I translated about 1100 words in this submission, from the admin folder [word count= 2641 (total) -1596(translated) = 1045], and another 55 words from the next folder Budgets.
Translation Overview:
The CONSUL is an opensource freeware providing a platform to encourage open participation from everyone, it can mimic the real world Proposals, Votes, Polls and Census. This is not just an open Forum for public opinions, but aiming at soliciting real projects that can put a dollar value on it, i.e. spending real money for a real project for the community. Therefore the programme using real-world terminologies as well, in certain ways, it is also limiting, for the "official" is only a user with certain roles enabled, not a real "official" in the real world. But it is best to preserve the term in translation as "官員", to signify that he is still the person-in-charge.
As a proof of my work, this is a screenshot of my translation with most of the strings already proofread. Thank you for the Chinese Language Manager on the Utopian-DaVinci team for his hard work and suggestions.
