Very true. Even the ones who do run away are at just as much risk, so there really is no "better" option for them. I am at a loss as to how to solve these issues, however. Clearly, the systems we have in most countries fail in some way or another. Sometimes, children do need to be removed for their safety but there needs to be real danger to warrant it. If we stopped taking kids into the system for every little marijuana charge or whatever minor nonsense that their parents did, there would be more available resources for those who need them. That wouldn't fix the real problem though. The system itself is deeply flawed and highly corrupt and those are things we can't just throw money at.
