Pinky and the Brain

So, while we don't know who Target Personality from 1991 is, we do know that he was kind of a jerk.  People really didn't seem to like him.  He didn't have the greatest attitude.  He sounds kind of like an evil scientist working in an underground lab trying to think up ways to take over the world.

So why is this information classified.  

Maybe because spying on people like this violates their fourth ammendment rights even if they aren't fun to be around at parties.
