Agates form in igneous rocks, generally. As water seeps through the pore space of the igneous rocks, it picks up a lot of water soluble minerals. Then it deposits those minerals in gas bubbles, cracks, faults, and other open spaces in the rock, forming agates.
These form in amygdaloidal basalt. :)
