The penis is definitely a muscle. Your PC muscle is connected directly to your penis which is why you can "move it".

Also, there are methods you can use since adolescence to increase the size and control of your penis.

Ancient techniques that most people know nothing about, nor that they even exist, prove that yes, you can exercise your penis to make it grow longer/larger and harder.. just as you can train yourself to orgasm multiple times in a short span.

You are only limited by the power of your brain.

So, when you have a boner.. are you seriously telling me you don't know how to "flex" your penis?

I don't have experience with pelvic floor exercising, but I imagine it can improve the function of the organs in your pelvis, ensuring continence etc.
I agreed on not using "muscle" in a figurative sense, otherwise your dog is a muscle since you can train it to fetch pine cones.
