To be honest, the only reason governments consider to legalize drugs is to regulate them. Which is also completely reasonable because it gets easier to control the consumption of these.
Unfortunately, a lot of people do not care about these laws and just drive under the influence of drugs. I only see these laws as a problem if they'd connect the saliva test directly with sampling your DNA into a database.
