judging quality is very difficult. some Steemers buy upvotes and comments so that is not always reliable. reputation can also be inflated by purchased upvotes and comments. length of post is usually good test but have to watch out for plagiarism. also I post a lot of photos with very few word. You are correct that getting a bot to judge quality is hard!
I plan to improve the work of the bot. But later, now I do not have time. I am more concerned that there is nothing to divide between those who fall into the rating. Almost nobody upvote the posts.
