I had this issue earlier today as well ( Bandwidth Limit) , then it cleared itself up. I was in Panic mode for about an hour.
Thanks! let me know if it happens again. Like I said above, after 4 hours doing nothing I was only able to do two actions and the limit kicked in again. Make sure you keep redeeming rewards to boost your Vests too.
