People will only do if they have to

Would you pay taxes if you didn't had to pay taxes? Would you follow the laws if you didn't have to follow laws? Would you take out forest fires if you could just run away?

While many anarchists will tell you how every form of government is bad and all laws infringe on one's own rights, humans, because they assemble in groups, they have to find someone to lead the group. It could be a 1 man, a family, a parliament, or some other form of government. That government then needs to set laws and set up agencies to investigate and enforce those laws. Inexchange forhaving to follow these laws, which yes, include paying taxes, the member of the group can expect that people who did wrong to them will be delt with by a third party instead of themselves having to do to them what they have done to them, and also build bridges, roads, parks and cities, all from tax money. This is called a social contract, an contract that you have with others in your group. There are social contracts everywhere, in your workplace, in school, on social media, and even on the road. This how all societies worked, and while all of them have different laws and different privileges for following to those laws, or punishments for going against the laws for that matter, but the social contract is there, and the police and the government is there if you ever decide to break.

That's why "Do other what you want done to you" isn't a good social contract, because it will make a reaction loop, 2 people attacking each other because one of them thinks the other wronged them first. And also, there's no guaranty that the other person will have have a chanse to seek revenge so people will just attack each other because they no that nobody will probably care, and that eventually leads to a total state of disarray. While I'm against big governments I do realize that some level of government is simply required for the society to function, and if you ask me, I'd rather be oppressed by a central government, then be able to be oppressed by literally everybody else.
