Small club of people running steemit

Why are that same people over and over being listed on the front page? It appears that even after making effort after effort of making great content, there is nobody upvoting. What is the point? The same people upvote each other and never upvote anyone else. It’s a big circle jerk. All the same small group of people are getting all the upvotes and steem. Sound familiar? Tell me your thoughts
