It's the law!

This may not be news to anyone, but if people weren't having sex, the human species would soon be extinct. It should be of concern to all of us that in general the decision to procreate and allow humanity to continue existing has been left voluntarily up to individuals. Can we continue to allow the future of our species to be left to individual choices? I think you'll agree that there's too much at stake! I propose that we introduce a bill to force people to breed, and then after they've paid their fair share to society they can choose to have more babies privately if they so choose. Humanity depends on this, so I know if you care about people you'll agree.

Wait, did some of you just say that's "wrong"? You're calling this "rape"? I don't think you understand, I mean yes it would be if a private individual did this, that will still be a crime... but we're proposing this as a law, so it will be legitimate and moral when most of you agree to it - and unless you hate humanity, of course you will. Obviously it won't be just anyone going around enforcing this law, there will be properly trained professionals in uniforms, so you can rest assured that they're good people fighting criminals. They'll be heroes for defending our society and the species from criminals who would prefer extinction by evading their fair share.

Did a few of you just say that the majority approving of this only makes it gang rape?! How dare you, do you hate democracy? Do you want humanity to just die off? Do you hate babies?! I know most of you are good citizens who want to preserve society. You few selfish dangerous extremist nuts aren't going to be allowed to end civilization. If you're so against humanity that you're going to resist the most important law ever written, you will be punished harshly. All you anti-humans are going where you belong as soon as this law passes - a cage or the grave!
