It's a huge ordeal, it was legal in Germany then they banned it and now it's legal to import, but only for licensed natural pharmacies and laboratories. So I think you might be able to find it in one of those "natural pharmacies"...
The European countries all have their own little laws about stuff like this, but it's often the EU-law that is final, or at least so it should be for the member countries. But yeah read the article below.

You could hypothetically try to import it as a novelty item, or just get/buy it in Holland.
Germany has weird kava kava rules that don't make any sense...
