     Excuse me for my ignorance, but I did not understand that I have 15 minutes to create my drawing and the time to upload my drawing, and I have a question, does not matter if I did not publish a drawing in the other days?.

    It does not matter if you haven't published a drawing on the other days. It is different each day. You have 15 minutes to create your drawing.
