I usually see a good 1/5th to 1/6th price of BTC.

When BTC price moves up does the Bitcoin cash move up with it? So, you are saying, Bitcoin cash moves 1/5 of the price of BTC in the same direction?

It does follow, but usually delayed for a bit. And no, Phil is saying in relation to btc price, and it is roughly only. So bch price atm is 1522 and multiplied by 6 - gives you 9.1k-ish . Could be useful to see if there is more rallies ahead for bch at certain times.
But I feel dirty every time I hold it.. it really is a dead end coin because of the centralization

How is Bitcoin cash centralized?

over 80% of the fullnodes are located in China, strongly insinuating that bitmain is running the show, aka centralized.
But that is just the nodes, which is of course vital. It can and is planned to be hardforked, which by definition makes it centralized.
I've noticed some stories circulating about ppl working in the bcash group abandoning ship due to criticism not being allowed, especially in relation to fake satoshi. There is too much to be critical of, in his case aswell as several others(like Ver.. ) so it makes sense that they demand obedience in that regard.
