It sounds like Juan is advocating for a centralised regulation of decentralisation?
Just before watching this, I watched Roger Ver's interview with John McAfee. John McAfee seems to be of the same opinion as your closing statement :)

    Not exactly. He's saying that there are benefits to centralised regulation, and we need to find ways to provide the same benefits, without the hindrances.

    Juan did have this discussion/debate with Roger Ver at Anarchapulco this year if you're interested, it is quite long. I haven't watched the full McAfee interview yet. I'll check it out.
