Neo being dumped on bittrex , Should you hold or not? Made 500$ in last crash

The reason why it's being dumped is because China blocked from Red Pulse ICO (on NEO) and NEO , so called chinese ethereum is loosing on fuel.

If the volume of a coin is increasing significantly and the price is lowering significantly, isn't this a sign that the price is being surpressed and it's looking to make a big jump upwards?

What I think is that it is the perfect opportunity to buy more NEOs, plz do you own research befaore taking any decision.
