Your post contains some inaccuracies. The Steem blockchain network primarily uses delegated proof of stake instead of proof of work to authorize nodes with witness accounts to create blocks. There is a miner block creator each round (a round is 63 seconds to produce 21 blocks) but it is only 1/21 of all block producers.
Blocks are not created when the Steem network nodes establish consensus, blocks are created when a witness is scheduled to create it. These new blocks are broadcast to the network which then agrees that they are valid and reaches consensus.
