My thought are.. they prepare for a new competitor: Russias mining is supported from russias government with cheap electricy prices and satelite chips which can run at low cost.

Russia could be in a position to capitalize given it also has cheap electricity prices. Moscow recently launched a plan to capture one third of the bitcoin mining network from China.

Chinese government workers must like to shop cheap cryptocurrency very much. Every 1/2 year they announce to ban anything. But mostly there are another reasons behind then announced.
