If everything that has soul would be in heaven then, what is going to make heaven different from the earth?
If bacteria are going to be in heaven, what would be their business there if not to continue to cause problems of sickness and death? And we know that sickness and death have no place in heaven.
If animals would be there, how do we know those that qualify? This is because everyone that is bad or wicked will not be allowed passage into heaven.
I believe that heaven is designed for people that find themselves in the good books of God.
