Crypto Fear & Greed Index has never been so low, time to buy?

What's your opinion on this? The few traders I'm following are forecasting a test on 7-8k$ levels during the next months.
One of them, using Elliott Waves, even see a BTC target at 2k$ before the next 2020 major rallye.
Are you holding? selling a bit now to increase your position in the future? going short?
What about STEEM? I doubled my stack when it reached 0,2$ and might buy a bit more if it goes to 0,1$ but if the BTC corrects to the levels those traders are forecasting we might see STEEM sub 0,1$ quite soon.
