Thank you for making this project as a budget proposal! We are primarily funding proposals that add value to the Steem blockchain. I am unsure how this proposal helps Steem to grow?
Projects like mine, Slothicorn, which is a Creative Commons Cryptoart community help Steem grow by adding tremendous value not only to Steem projects (developers who need art), by the entire cryptocurrency space. Developers, marketers, bloggers and writers for crypto project need art, and by making Creative Commons crypto art available for everyone, steemit becomes the defacto go-to place where people can find high quality creative commons crypto art.
I think you don't understand how this kind of value could increase the value of Steem, but please take a minute to read our off-white paper.

@stellabelle now in that bigger context the project makes more sense thank you! What I like about websites like pixabay is that the images are CC0 which means I do not even need to link back to anyone which seems ideal for completely free sharing.
@pegarissimo this seems like a project that would be great to use utopian.io for funding because of its open source focus. If you would/are getting this funded also with utopian,io would it be okay to essentially split funding by reducing this proposal and then getting consistent funding with utopian.io for the launch and updates?
@jerrybanfield first of all thank you. I am not aware of utopian.io, but I will check it out. I would be happy to share for free, the proposal ammount is probably what it would cost you (time / ressources) from scratch, not to fund me (I am not funded) Of course I don't want to waste my time neither, but if you are interested I can adjust a webpage, send you the link and you could either get the idea and simply integrate it or I can just give you the code and explain how I set up the database or something. Hope it helps!
I though it could help to link a creator's right to his pictures/drawing. Even if the creative commons licensing is getting bigger (3d models for example), they would not serve well as publicity. So I guess it won't not help Steemit to grow, but mostly an useful addon. I guess I didn't get the concept right after re-reading it (sorry!). Hopefully it didn't waste too much of your time and that it could spark an idea for your guys.
Maybe a profile symbol/cryptoart with bits of the user's post could design and built itself over time. A little bit like cryptokitties, they could exist in the blockchain, it could help in keeping the profile as long as possible, the creations of groups that ends up with the 'same sryle' image, gaining pixels with numbers of posts. Etc. But that is way over my skills...except the drawing part maybe. Hope it helps

I just want to say that I appreciate the replies of all, they really support this point. Maybe it will give a spark to @jerrybanfield for him to combine small ideas like this and make the world a better place. Either way, Steemit is great :-)
