It appears the UA can be gamed easily. Having been following all active witnesses my ranking was in the low 4000's. Just dropping one had me drop 8 places. Withdrew my delegation and gave it to FreezePeach instead.
Not exactly. It's a bit more nuanced. Rep under 25 cannot increase another rep and any rep lesser than another cannot decrease via downvotes. Know this is an old thread but figured I would add to it

On steem rep is directly related to how much in rewards you have received by my understanding.
