The question is this a SMT project or is Vice forking the blockchain?

It appears they are forking the blockchain as opposed to building on top of what STEEM has going. Reading the Vice White Paper, they talked about the Vice Token Network in the same manner as the STEEM and SMT white paper did. My sense is they are forking it.

As I understand they forked steem blockchain and drop on steem holders free tokens. Like compensation for past work. Like Golos did. I like that better. There will be no connection to steemit.

Yep, just looked into it yesterday myself to see what's going on with this project. Hadn't looked at their updated whitepaper and roadmap. But yeah, it looks like they're going with their own blockchain, but still airdrop some of their tokens to Steem holders as a way of an apology. A shame, this would've probably done wonders to Steem's price.

I got the impression they just did some small edits and copy and pasted parts of Steem white paper. I was not impressed that it wasn't even clear what they are actually doing... (SMT or Fork)

That was my impression too....that they simply took what STEEM created and copied it.

What is interesting is the SMT protocol isnt even released (Appics is using ERC20 for their ICO before moving to STEEM) yet Vice talked about creating other tokens on top of their network.

Interesting, its hard to keep up with so many crypto news! Thanks boss for bringing this to everyone attention. :)
