Pastors are accouuntable to God for the very ways they handle the sheep. Good pastors always seek God's face for the flock. The flock must be fed with green pastures i.e sound doctrines to keep them spiritually healthy (Acts 20:28)
In these days, people just do things like God isn't watching, if not only pastors but every Christian is accountable to God for every action and every way, then the church will be different from what is it today
Pastors need to be accountable to the elders in the church as well. I was in a church where the pastor wasn't a godly man. There's a good chance he wasn't even saved. A number of people witnessed a number of bad things and nobody put it all together until after he left. He didn't believe in outreaches so he watched attendance dwindle. When it got low enough he was suddenly "called" to another church. The church folded less than a year after that.
