I agree with your thoughts. But if we look at it from another perspective, it is a way for community accounts to increase their Steem Power "which will also allow them to support posts within their community.

Many communities have adopted this growth strategy, since most communities have not been as lucky as others that have gotten preferential support from the Steeemit team. They are then forced to implement this growth strategy by offering retribution to delegators through upvotes or liquid Steem. Without this remuneration.
It is the same as the Italy trail, they only support each other.

Users are motivated to delegate to these accounts since they can grow a little faster thanks to the retribution, and get more profit than if they were voting manually, plus other steemians benefit from this. At the end of the day everyone is free to do their own SP.

Seen from this perspective, these communities are managing to grow with the support of delegators.

The APY of upvu I think is around 40% or 30%, this kind of communities don't go beyond 20% maybe 15%. So we still can't compare. But it is not only this sri-lanka account, there are many more.

My thought is that everyone delegates to the community where they feel happy and that the community uses those resources to support with significant votes the quality publications of their community. Just like Steem Foods, that's why it's the best.
