I'm new to steemit myself but from what I understand, it's all about how much steem power you have. Go to your profile and then click on your wallet. You will then see your Steem Power rating. A high rating means you have more influence when voting than someone who has a low rating.

My rating is 5.056, therefore, when I upvote a story or comment, the author doesn't profit. If someone with a 1000+ rating upvotes your story or comment then you'd earn some steem. Apparently, some members have so much steem power than when they upvote a story, the author makes $20-$100 from that upvote alone. It's crazier. What's even crazier is that these high steem power members "whales". :)
