Upvotes carry a value with them that is different based on the user giving them and how invested they are in the platform. You receive your STEEM Power and Steem Dollars every 24 hours. You will see the number ticking up at the bottom of your post. That's real money, and you can cash it out to your bank account and/or spend it.
You're also rewarded for upvoting content that later becomes popular -- you share in the rewards of those posts. So just participating from that perspective is also valuable.

Yeah pretty much. But also, I would say being the first to upvote and comment on people who have LOTS of STEEM Power is a good way to go -- given that their own vote for themselves tends to push up their content.
