If you get no suitable comments, the @curangel project seems to be doing a pretty good job, from steemworld page:

It is hard when you want to and try to do something good for someone then that someone just sits on it and does nothing with it, I can see how frustrating that can be. I tried a few times with small delegations, and then nothing from those I delegated to they didn't even bother to self vote, it was frustrating so I pretty much gave up after a few times.
I'm glad you suggested them! I curate for them, so wasn't sure if it would be cheating to put them forward myself. 😉
So true, even self voting would be better than nothing. I've had it where one of the delegatees had nearly 50% self votes, but at least it's something.
