You have suggest a very good plan to make sure that steem community members from Venezuela would become self-sustainable on Steemit as you understand how important it is to delegate and support the community you are part with on Steemit. I hope if you get chosen as Country Representative for Venezuela you will be teaching this principle so they will understand about this and you all start building a community curation account for steemit users coming from Venezuela and make it grow and stronger each day with all its members contribution.
