Covid 19

Why now? Why not before?
Doesn't anyone else think its strange how the rule of wearing masks has only come into action now? Why not from the start? And how can people quarantine for 14days after coming back from abroad, When asked 85% would use public transport to return to their homes from the airport doesn't this totally defeat the purpose? 
I must say we are currently living in very confusing times.
