Most of the top exchanges are not taking in new users. You can add Binance to the list which started turning away new users today.

I also heard of people selling their accounts for ridiculous amounts like 1-5 bitcoins to new people looking to get in. I dont know how much truth there is in that but would love to hear what you guys know.
