It's true in a way yes, but what could be different in this case is the amount of backing they have. I've read a claim that all of the participants of the Liquid Network make up for about 60% of all current Bitcoin transactions. I haven't been able to confirm it but If they indeed manage to capture 60% of all transactions of Bitcoin, that's quite significant.

my understanding is that they have enough liquidity to support 60%, not that they've actually captured that much (since just launched today)
