No matter which you think is more important both are interdependent.

You cannot have privacy without the freedom to speak up about infringements on privacy. Also without the freedom to do things you don't want others to know about of what use is privacy?

And to some degree freedom requires privacy. If you don't have privacy rights against some organisation (like an intelligence service) then your freedoms can be infringed upon by blackmail (If you keep protesting we will leak your browser history). Of course if nobody had privacy we would probably care less if we knew that somebody has a peculiar taste in porn or has sent some embarrassing texts while drunk because people could no longer point out the "faults" of others without being hypocritical.

So I would say that privacy needs freedom but freedom only needs equal privacy (so no one player that can violate privacy while all others are bound by it). Therefore no matter your personal opinion freedom is more important.
