Looks like paper, & hardware wallets are going to be the best bet if this gets passed. More than likely it will.
I would think a paper wallet would be harder to hide than encrypted software. I think it will pass too. It's under the guise of fighting terrorism. We all saw how much support Tulsi Gabbard's "stop arming terrorists act" had. Our foreign policy is a joke.
