Some reasons, its easy and over 40000 claimants in a few weeks. Some more details at https://www.powtoken.com/#faqs
And POW (the reals ERC20 token, not POW lite) already listed at etherdelta. Some Tokens working for months to get listed there.
I think they are doing a good job.
