This seems to be a new thing, ICOs followed by 2nd-round ICOs, which seem to be designed to do one of three things .. 1) put more distance between investments and returns on that investment .. 2) to transform the first ICO into something that is a lot less valuable to the initial investors, permanently separating their investment from hopeful returns ... or simply to nullify the first ICO, and pushing initial investors into something entirely new, making their initial expectations murky and very possibly heavily-diluted.
Don't trust any operations that do this kind of thing - at best they botched the initial attempt, which means bad management, planning, execution, or at worst you're going to get your ass ripped off.
