THE DASSAULT RAFALE DEAL OF INDIA

The Dassault Rafale deal is the one of the most controversial deal of the decade in India. The French word Rafale means the gust of wind. Rafale is the 4th generation aircraft The Dassault Rafale is a French twin-engine, canard-delta wing, multirole fighter aircraft designed and built by Dassault Aviation. India in Kargil war 1999 lost 2 MIG-21 aircrafts which were ordered from Russia but the success of the French made aircrafts Dassault Mirage 2000 during operation Safed Sagar impressed the Atal Bihari Government initiate further in making more demands for the upgraded version of Dassault Mirage 2000 but company claimed that they had halted the manufacturing of Dassault Mirage 2000 as they have started making Dassault Rafale but at that time India was in the desperate need of Fighter Aircrafts.

However, Russian Su-30 MKI fighter jets were to produce in five batches in Indian Airforce but the need for new medium combat multi-role aircraft were surging and then UPA government initiated the bidding process by quoting the stock availability of 126 aircrafts and lanched MMRCA (Medium Multi-Role Combat Aircraft) tender which was to be issued in 2007 and major competition was between Dassault Rafale and Eurofighter Typhoon and Dassault Rafale emerges as a winner as a winner and out of 126 aircrafts 18 were to imported in flyaway condition and 108 other aircrafts were to be manufactured by Hindustan Aeronautics limited but during that time India and France were unable to decide the price of jets because of some negotiation and election issues and finally 2016 NDA government scraped MMRCA deal (Deal between Indian government and Dassault Aircraft manufacturing company of France)and commenced a new deal of Inter-Governmental Agreement and quoted a price of ₹ 58,000 crores for 36 off-the-shelf Dassault Rafale twin-engine fighters without technology transfer and by listening to this opposition UPA jumps into the matter by conferring scam epitome on the NDA government because of this deal and they stated that during their regime the cost was ₹ 79,200 crores for 126 Dassault Rafale and due to this cost of 36 fighter jets were costing around ₹ 22,644 crores with transfer of technology but the cost of ₹ 79,200 was never recorded on agreement so it was the amount under negotition and companies have not the fixed this amount yet in any of the MMRCA agreement and second charge on the government by congress is that they had limited the role of Hindustan Aeronautical Limited and introduced Reliance Defence Limited and because of this the congress party is blaming the government that they are promoting the interest of the perticular industrial group.

But in reality, Dassault's initial bid was including only the price of 18 Aircraft's licensing fees and supply of parts required to assemble the remaining 108 in India and was not including the price maintenance, weapons, and the cost required by Hindustan Aeronautical Limited to build these aircraft.

Interestingly, the cost finalized by the BJP is more comprehensive as it includes 36 fully assembled Rafale aircraft, personal training, required munition, India-specific subsystems, supporting infrastructure and 5-year service agreement due to which it was not looking an expensive deal at all as quoted by the Congress party.

Some of the other allegations were like that government is not enclosing the exact price of the other material required to be installed in the Rafale and why the government is not accepting the Eurofighter deal when they are reducing the cost far more than that of Rafale aircraft is quoting the price which was around ₹ 453 crores cheaper per plane.

To these allegations the government had provided some legitimate retort that government of India is having a clause in the agreement of the deal with France that the cost of munition and other infrastructures that the France government had agreed to install in the fighter jets will not be disclosed under any circumstances because here with this clause both the countries were having their own personal interests. France will get the benefit that other countries who will trade with France for these Dassault's aircraft will not bargain up to the price quoted to India and India will secure its privacy from the rival nations as they can easily judge all those equipment that used in the aircraft which can dampen the security level of India.
In the case of the price that has been quoted by the Eurofighter government of BJP had given considerable counter that Eurofighter offered its unsolicited quote while MMRCA tender was still active and when Ministery of Defence was still in the midst of the negotiation with Dassault. The defence procurement procedure contains no provision for entertaining what was effectively a revised bid in the middle of an active tender and it is also prohibited that Ministry of Defence can trade with two distinctive suppliers simultaneously.
