Yeah, this is/was the meta basically in 3v3. Heavy sustained damage + support top + tanky mage at bot with a cc. Full burst like Syndra also works. Back in the day when I regularly played LoL, I could see the 1 hyper carry with smite and a team built around it phenomenon quite often. But of course, you can counter everything.
