My Neighbour's Dogs
My Neighbour has 2 Dogs who never ever leave their cages. I even doubt they are allowed to move around the compound at night. This is their personal apartment, so I wonder what the problem is. They never walk the Dogs. They are constantly caged and always angry. I'm not a Dog expert but I believe this behavior is bad.

That's bad parenting. The dogs would grow up to be aggressive. Pity them..
