I've been thinking in a similar direction:

What if I could delegate my downvote pool to a service like steemcleaners or have the downvotes from that pool trailing a service like steemcleaners.

Reasoning:
I don't see many downvotable posts. That means I will hardly make use of this pool.
My downvotes are ridiculously small compared to bid bots. But many small accounts could take on upvoted garbage.

My research so far says that this will not be possible. Looks like a missed opportunity to me.

The next best option would be your dapp idea and services such as steemcleaners.
