I suppose anything is possible, so I can't say definitely either way. My guess is, it's too early to see another all-time high without some kind of significant news, that maybe the SEC granting a couple of ETFs could bring, or some kind of regulation allowing institutional money to move in.
Either way, Bitcoin has another halving in May of 2020, which will make mining even more difficult than it is now, so as the scarcity of it ramps up again, that's my guess as to when the all-time high might be achieved again. That's what I'm basing my answer on.
