If he paid others to stage a hate crime, and there was strong enough evidence to point to that, then there's no way charges should have been dropped. I understand it's being treated as if it never happened, which leaves the investigating police officers in the lurch, as well as the court system and maybe even the city of Chicago.
There's definitely something at work there. I haven't heard that those who allegedly perpetrated the crime are still being charged (maybe they are), and if so, that's at least acknowledging something happened, albeit potentially wrong. But just walking away like no harm no foul? As you say. Weird.
