Cargo ship owned by JPMorgan Chase seized by US with 20 tons of cocaine

in #drugs5 years ago

Correct, I'm not over this yet!

So let's think through this a bit...

United States Customs and Border Protection (CBP) agency just happened to discover 20 tons of cocaine on a cargo ship. This is amazing. Was this a random inspection or did CBP Pink Panther it? Something smell like BS.

How does this happen from a risk management perspective? Let's consider the risk management plan for an oil tanker valued at $130,000,000.00 and compare that to what a risk management plan would look like for a 1.2 Billion dollar cargo.

So the USA currently uses the 5th Fleet, a battle group of aircraft carrier, fighter jets, battle ships, cruisers, submarines and resupply ships along with tens of thousands of sailors.

The 5th fleet is backed up by United States Central Command. This group has the ability to within minutes deploy kinetic forces that would register simultaneously on every seismograph on Earth. And between these forward deployed and strategic assets a 130 Million dollar cargo can pass safely through the Persian Gulf past the Straits of Hormuz and into the the Gulf of Oman.

Without giving a dollar value for all of the assets to protect a 130 million dollar cargo of oil, let's just say it's a big big number.

Now what would the risk management plan look like for a 1.2 billion dollar cargo of cocaine look like?

A couple sailors on deck were paid off? No, I think the sailors was just as supprised as CBP was when they stumbled on the largest drug bust in the US history.

You would have many people on the payroll to insure a safe and complete delivery.

  • The Captain
  • Customs Officials, port of export
  • Customs Officials, port of import
  • Customs clearance agents
  • Senior Police officers
  • Trucking Company
  • Bonded Warehouse Sr Management
  • Sr Executives at Dow Chemical (the makers of ziploc bags)
  • A cocaine cutting warehouse the size of the Astrodome
  • Academi (formally Blackwater) for tactical ground support both USA and country of export
  • Coordination with the largest cocaine lab in South America
  • Banking to purchase the product (there's not even enough bitcoins for that)
  • Marine Cargo Insurance (no one that could bankroll 1.2 billion would do it without insurance)
  • A Project Management Team with Sr managers at each point of transfer
  • A 24 hour command and control center

Just to name a few and the basic structure to manage a billion dollar cargo.

So now a few more questions come up.

Who would have the experience and network to pull this off?

  • Banks humm.... well we know JPMorgan was in the loop.
  • Military or alphabet agency

Both of these groups have the resources and past experience to complete this mission. But wait... it was a failure! Or was it?

Did Inspector Jacques Clouseau wake up one morning, walk out to the docks and say Je voudrais regarder ce navire! I doubt it.

I have three probable scenarios.

  • It was a decoy. And 500 tons was moved in across the harbor at the same time.

  • It was not ever out of the control of the project management team. Meaning CBP Agents after all the press hype will deliver 19 tons of the 20 ton cargo to its planned destination.

  • It was a Deep State vs Deep State take down. Just like in the hay day of the mob

In final thoughts, what was reported does not happen to billion dollar cargos. EVER.
