The only reliable way to test emotional intelligence is through a teacher or a tutor. As a tutor ( and mentor) to my students, I have one on one or one on two sessions with them. We talk and we assess and discuss together how to best deal with hurt, failure and success. So my opinion is, no pen and paper test, but having a relationship and the occasional report (for documentation) is more than sufficient to assess the students' emotional state.
