What do you hope with your leader without personal capacity??? Think before you leap (in general election)
what about your favorite leader to lead your community??? did you imagine if their trait is not support your hope
Trait leadership is personal characteristics that reflect a range of individual differences and foster consistent leader effectiveness across a variety of group and organizational situations (Zaccaro, Kemp, & Bader, 2004) https://en.wikipedia.org/wiki/Trait_leadership
Greek Philosopher Aristotle believe that some people are mark for leader and others for followers because individual are born with the characteristics that will make them leaders. Scholar, Jenkins(1947) identified in several researchs that studies kompleted between 1904 and 1947 they found personal factors into following category:
- Capacity: intelligent, aleertness, verbal facility,originality, and judgment
- Achievement: knowledge and atletic accomplishments
- Responsibility: initiative, self-confident, desire to excel, agresiveness, and dependability.
- Status: socioeconomi position, popularity.
While other research Gary yukl (2002) has defined personality trait found as follow:
Personal trait: self confidence, stress tolerance, emotional maturity, integrity, and extroversion
• Self-confidence: leader must believe that every goal can be reach with his follower (leader should motivate and inspire follower)
• Stress tolerance: making decision under pressure and provide decisive direction to subordinate in difficult situation.
• Emotional maturity: leader should have an accurate awarness of their strength and weakness (self-improvement).
• Integrity: leaders behavior(honest, responsible, and trustworthy) must consistent to gain other support and cooperation.
• Extroversion: leader should adapt or socialable
These personality trait contribute to effectieness as a leader not make someone become a leader.
Motivational trait: task and interpersonal needs, power need, achievement orientation, high epectation, and self-efficacy.
Bass and riggo (2006) confirmed that leader will be more effective when the have those motivational trait as mantion above and will be describe below:
• Task and interpersonal need: the leader will seek the apropriate people for follower and task.
• Power need: position is the most important side that leader will be a influence need (authority to influence other people).
• Achievement orientation: concern to complete task by willingly to make achivement and responsibilty toward follower task will be achieve.
• High expectation: all leader should have high expctation that the task will be reached with the worker or follower.
• Self-efficacy : beliefe in someone ability in organizing the goal.
Skill: technical skill, interpersonal skill, conceptual or cognitive skill
• Technical skill: the leader should have specialized knowledge about complishing the task, work procedure, and solving problem.
• Interpersonal skill: adapting is another name of interpersonal skill it is including cummunicating clearly in written and oral presentation (expressing socialiblity and personal ability).
• Conceptual or cognitive skill: leader should thinking logically, reasonable and ability forming work and task it is including formulating and communicate with follower about vision/ mission and goal.

I think so, but there are some factor beside personal capacity.
A leader not born as natural then can lead automaticaly. They are influence by reaisential enviroment, educational and lot a other things
