I think there is somemore to this. I disagree with you that EOS.IO is NOT based on Ethereum. Everything that I read and research suggests that it is. Dan Larimer, in concieving EOS looked at the short falls of Ethereum and figured out ways to improve upon it. See this article. It shows that they are different but not so much as to say that EOS didn't look at Ethereum and not incorporate some attributes of Ethereum and come up with a "different solution". https://www.investinblockchain.com/ethereum-vs-eos/
EOS ad Ethereum are different but not so different. Heck even Buterin is critiquing Larimer's work, where he even suggested that some of the solution is identical to what Ethereum is doing.
