Number of commits should never be used as a metric to how successful a project is. Merely it's activity.
I worked one place where they seriously suggested tracking the number of semicolons to determine how many lines of code we were writing as a metric of performance. We pointed out we would be happy to write shitty code that took up more space if that is really all they understood about what we did.
