Paying close attention to the considerations and inputs of various elements of the community related to the implementation of the Integration of the Outer Ring Road Toll Road Transit System (JORR), the PUPR Ministry suspended the application of the system to provide the Toll Road Regulatory Agency (BPJT) Toll Road Enterprises (BUJT) are concerned to be able to socialize more intensively to the community. Through the simplification of the transaction system, an open system of single tariffs applies, where toll users - on the basis of their vehicles - will pay the same toll rates, regardless of the distance.

Memperhatikan dengan seksama pertimbangan dan masukan dari berbagai elemen masyarakat terkait dengan penerapan Integrasi Sistem Transaksi Tol Jalan Tol Lingkar Luar Jakarta atau Jakarta Outer Ring Road (JORR), Kementerian PUPR menunda penerapan sistem tersebut untuk memberikan kesempatan kepada Badan Pengatur Jalan Tol (BPJT) dan para Badan Usaha Jalan Tol (BUJT) terkait untuk dapat melakukan sosialisasi secara lebih intensif kepada masyarakat. Melalui penyederhanaan sistem transaksi, akan berlaku sistem terbuka dengan pemberlakuan tarif tunggal, dimana pengguna tol - sesuai golongan kendaraannya - akan membayar besaran tarif tol yang sama, tanpa memperhitungkan jauh dekatnya jarak tempuh.
