Neo is like a stock, it cannot be divided into fractions, the same way you cannot buy 10.5 shares of apple... exchanges allow you to trade in fractions but to withdraw it you can only withdraw in whole numbers. its not like bitcoin that can be divided down to 0.00000001 bitcoins
Just wanted to add, when bitcoin is divided its called satoshi so 0.00000001 bitcoins is actually 1 satoshi
