Yes, process is often the stumblingblock and the key. But the idea I like the most, using $10 million, is:
provide paid internships in the city's nonprofits for as long as possible.
I think we could do the math: at 5% per year, $10 million would generate $500,000 per year. That's 20 internships at $25,000 per. Or 10 at $50,000 each.
Maybe the latter are fellowships?
